Judan Flanagan

As the Associate Director of Human Resources, Judan oversees all aspects of staff employment, graduate student appointments, temporary employment, volunteers, and visiting scholars, ensuring practices are consistent, compliant, and aligned with institutional goals. She plays a key role in designing and implementing HR processes, policies, and training that support employee development, promote operational efficiency, and ensure clear, transparent, and equitable practices. Judan is committed to partnering with UMSI Leadership, faculty, and staff to solve problems, strengthen performance, and foster a positive, well-supported workplace culture.

Judan holds the SHRM Certified Professional (SHRM-CP) certification and the AI + HI Specialty Credential through the Society for Human Resource Management.

Outside of work, Judan is an avid sports fan who enjoys watching and attending sporting events. She closely follows Detroit professional teams, including the Detroit Lions, Detroit Tigers, Detroit Red Wings, and Detroit Pistons, as well as Detroit City FC and most Michigan Wolverines teams. She is also a dedicated supporter of her children, whose participation in soccer, baseball, football, and basketball makes youth sports her favorite events to attend. A Michigan fan at heart, Judan also follows Notre Dame Fighting Irish football—by marriage, not by choice.

Judan is also an avid concert-goer who enjoys a wide range of music genres. She most often attends concerts featuring 90s and 2000s rock bands, but you might just as easily find her at a Taylor Swift or Lady Gaga show.
